Comoros Says Anjouan Casino Licenses Are Fake and 1,300 Sites Hold Them

As of Q3 2026, the cheapest gambling license on the market costs roughly 17,800 euros, lands in your inbox in under a month, and is issued by an authority that the country it names says does not legally exist...... The Central Bank of Comoros has described the bodies selling Anjouan gaming licenses as fictitious structures with no physical or legal existence. What is an Anjouan gaminig license

Anjouan is a semi autonomous island in the Union of the Comoros, off the east coast of Africa, with a population smaller than most European suburbs..... It has no gambling industry of its own.... What it has is a name that gets printed on certificates.

The licenses are marketed under the Anjouan Betting and Gaming Board, sitting under the Anjouan Offshore Finance Authoirty, with paperwork administered through a private company called Anjouan Licensing Services. The pitch is blunt and effective. Zero tax on gross gaming revenue, zero corporate tax, one license covering casino, sportsbook, poker and lottery, and approval advertised in two to four weeks. Application runs about 17, 800 euros including due diligence, with renewal near 15,000 euros a year.

Compare that to the roughly 47,450 euros a year Curacao now charges a B2C operator under its reformed LOK regime, on top of an issuance fee, and the appeal is obviosu. A startup crypto casino can be licensed for less than a third of the price and be live before a Curacao application has finished its background checks.Anjouan Licensing Services says it has issued more than 1,300 gambling licenses... At the advertised annual price, that is a business generating somewhere around 22 million euros a year from paperwork.

Why Comoros says the Anjouan lisence is not real

The Anjouan Offshore Finance Authority was set up in the late 1990s. Comoran banking legislation passed in 2013 and again in 2015 stripped it of any regulatory power at the national level.. It kept operating.

No kidding, in January 2026, Comoran officials went public. The Central Bank of Comoros identified the entities issuing these permits as structures with no physical or legal existence in the contry..... Central bank official Ait Ahmed Djalim put it more directly, saying they operate online via websites to scam people... A former Comoran attorney general described Anjouan Licensing Services as an illegal entity.

An Australian investigation published at the end of 2025 traced the network behind the certificates to a handful of individuals operating out of the UK, the UAE and Canada, selling not just gamblng permits but financial licenses under the same island branding. the legal basis cited on the documents leans on a 2005 statute that later national law superseded.

Frankly, none of this stopped anything. The licenses are still being sold. Operators still buy them...... In February 2026 even FDJ, the listed French lottery giant, ended up under scrutiny over an Anjouan licnese held within its expanding group. Which tells you how far the badge has traveled beyond the fringe.

Notcie what the tax column does to the argument..... Curacao charges nothing on gross gaming revenue either. The reason operators leave Curacao for Anjouan is not the tax. It is the 30,000 euro annual difference and the fact that Curacao now runs actual background checks, keeps a live register anyone can search, and can suspend a license.

Curacao also gives players six months from a disputed bet to file. that is a real, dated, enforceable window. Anjouan gives you an email addres belonging to the company you are in dispute with.

Why crypto casinos ended up on Anjouan in the first place

To be fair, there is a mechanical reason this license clusters around crypto gambling, and it is not ideology.

Tier one payment processors will not touch Anjouan licensees.. Stripe, PayPal, Worldpay, Adyen and Checkout.com all blacklist them.... Specialist offshore processors that will take the buisness charge somewhere between 8 and 12 percent per transaction, against 2 to 3 percent for a properly licensed operator..... That spread destroys a fiat casinos margin.

Crypto rails do not care. a USDT deposit on Tron costs cents and needs no acquiring bank, no card scheme approval and no merchant category code. So an Anjouan license plus a crypto only cashier is a coherent buisness, and a fiat one mostly is not. What the Anjouan license actually restricts
