Roughly 90 companies held federal authorizations, each paying R$30 million (about $5.8 million) for the privilege. The measure explicitly rules out refunds or compensation for those fees... He compared the spread of betting to the early crack cocaine epidemic and said: It is like a tumor: ether we remove it, or the tumor kills us..... The Finance Ministrys line was that the regulatory framework had proven ineffective. The industrys line, from the National Association of Games and Lotteries (ANJL), was that the decision was aimed solely at perceived electoral gain, with Brazils general election falling on October 4.

What happens to money left in Brazilian betting accounts?

It comes back, eventully, through the banking system. Because the licensed market required every deposit to come from a bank account registered to the players own CPF, the government can route balances back to the exact account they came from.. That is the one genuinely clever piece of this design. The same traceability that made the regulated market easy to tax now makes it easy to unwind.

The practical advice is simle: withdraw before October 5 at 23:59 rather than waiting for the automatic refund. The fallback process involves operators, banks and potentially Caixa, and anyone who has ever waited on a three party reconciliation knows how that goes.

Why Pix is the real target of the ban

Since Normative Ordinance 615 took effect with the lauch of the licensed market, Brazilian operators could only accept Pix, TED bank transfers, debit cards and prepaid cards. Credit cards, cash, payment slips, third party payments and cryptocurrency were all banned. In practice that meant Pix did almost all the work..... it was instant, free for consumers and tied to verified identity.

The probem is that a closed pipe only works if nobody builds another one.

Can Brazilians use USDT for online casinos after the ban?

Then Resolution 561, effective October 1, 2026, bars eFX providers from using stablecoins or crypto in cross border settlement. That second rule quietly removes the stablecoin plumbing that many paymet processors used to move money in and out of the country.

Read that table from top to bottom and a pattern appears. Every route that is convenient is closed, and every route that is open is ether traceable or risky. The government is not trying to make offshore gambling impossible..... It is trying to make it expensive, slow and uncomfortable enough that most people stop.

How big is the illegal market the ban is feeding?

Big enough to make the policy debate interesting. A study by the consultancy LCA for the Brazilian Institute for Respnsible Gaming (IBJR), released the same week as the ban, estimated unlicensed operators generate between R$32.9 billion and R$43.3 billion in annual gross gaming revenue... They held 38% to 44% of the fixed odds market in 2026, down from 41% to 51% in 2025. In other words, regulation was slowly winning share back when the government decided to end it. on the other hand, The licensed side was projected to reach R$54..3 billion this year and had paid R$9.91 billion in federal taxes betwen January and August 2026 alone.. ANJL claims the ban could push 30 million players toward illegal sites... That number comes from an industry body with an obvious interest, so treat it as a ceiling rather than a forecast. Still, even a fraction of it is a lot of people suddenly shopping for a way to fund an offshore account.

For starters, the social cost arguemnt is not invented either.... Brazilian households lost roughly R$60 billion on betting platforms in 2025, and more than 1.2 million people had registered self exclusions under the licensed system, around half of them for health reasons.... Alongside the ban, the government launched a R$15 billion Desenrola Brasil debt relief push aimed at families with betting related debt.

Will the ban survive Congress and the courts?

Nobody knows, and that uncertainty is itself the story for the next four months. A provisional measure is valid for 60 days and extends automaticaly for another 60. If Congress does not approve it within that window, it lapses. As of this writing no rapporteur has been named and no vote is scheduled, and congressional leaders are not expected to move until after the October 4 election. IBJR called the measure a rupture of the regulatory framework built by the State itself, and both IBJR and ANJL have promised court challenges. Now, For the internaitonal industry, the exposure is measurable. Evolution earns roughly 9% of its sales in Brazil. Betano draws about 6% to 7% of its EBITDA from the country.... Those are not company ending numbers, but they are the kind that show up on the next quarterly call.

So the most likely near term outcome is limbo licensed sites dark, licenses extinguished, operators suing, and a Congress that may or may not ratify a decisoin made during an election campaign....... If the measure lapses in January, the licensed market would need to be rebuilt from licenses that no longer exist. That is not a quick reboot.

What Brazilian players should do before October 5

Withdraw now... Your own balance, to your own CPF linked account, before 23:59 on October 5. , Do not rely on the automatic refund chain. Also, Do not buy USDT from strangers to chase a replacement site. Peer to peer counterparties are excatly what enforcement is aimed at.... A frozen bank account is a far bigger problem than a missed weekend of slots.
